Die Zentrale Instrumetalisierung der Massenmedien durch das Volksministerium für Volksaufklärung und Propaganda sollte überwunden werden.
Nachdem das gemeinsame Ziel eines Siegs über Nazi-Deutschland erreicht war, wollten die Alliierten zunächst gemeinsam vorgehen – und das nicht nur im Bereich der Pressepolitik. In der Praxis wählten Franzosen, US-Amerikaner, Briten und besonders die sowjetischen Besatzungsmächte jedoch unterschiedliche Wege, um einen Neuaufbau des Pressewesens zu erreichen.
In dieser Arbeit werden die unterschiedlichen Ansätze der Alliierten zur Lizenzierung und die daraus folgende Entwicklung nach Aufhebung der Lizenzierungspflicht analysiert.
