Trotzdem gewinnen internationale Rechnungslegungsvorschriften immer mehr an Bedeutung. Die Auslöser dieser Entwicklung sind die zunehmende Globalisierung der unternehmerischer Tätigkeiten und die daraus folgende Notierung der Aktien an ausländischen Wertpapierbörsen, die Globalisierung der Waren- und Dienstleistungsmärkte, die Konzentration der internationalen Kapitalmärkte.

Während HGB (Handelsgesetzbuch) eine nationale Rechnungslegungsvorschrift ist, handelt es sich bei IAS (International Accounting Standards) um eine internationale Vorschrift. Es verfolgt das Ziel internationale, einheitliche und somit vergleichbare Abschlüsse zu erstellen.

Aufgrund unterschiedlicher Regeln und Ansätze bei IAS und HGB, kann es beim Jahresabschluss zu deutlichen Unterschieden führen. Während bei HGB der Schutz des Gläubigers eine entscheidende Rolle spielt, steht bei IAS der Investor im Mittelpunkt. Die Differenzen kommen insbesondere durch die umfangreichen Bewertungs- und Bilanzierungswahlrechte nach HGB, durch die steuerlichen Einflüsse auf die deutschen Abschlüsse und der aufgrund des Vorsichtsprinzips gebildeten stillen Reserven, zustande.

Am 14.09.02 ist die Verordnung der Europäischen Union „betreffend die Anwendung internationaler Rechnungslegungsstandards“ in Kraft getreten. Diese hatte zufolge, dass kapitalmarktorientierte Gesellschaften mit Sitz in der EU ihre konsolidierten Abschlüsse, für die Geschäftsjahre die am oder nach 1.1.05 beginnen, gem. IAS erstellen müssen . Ob IAS auch bei Einzelabschlüssen angewandt werden soll, dürfen die Mitgliedsstaaten selber entscheiden . Bis zum 31.12.04 können solche Unternehmen den § 292a in HGB in Anspruch nehmen und dadurch den Konzernabschluss nach US-GAAP (United States - Generally Accepted Accounting Principles) oder IAS statt HGB machen. Man sieht, dass der Einfluss von HGB aufgrund dieser Entwicklungen immer mehr schwindet. Es ist abzusehen, dass langfristig auch mittlere und kleinere Unternehmen nach IAS bilanzieren müssen.
