In Zeiten von Wahlen und Debatten über Finanzausgleiche wird der Fokus auch auf die kommunale Politik gerichtet, welche unter bundespolitischen Entscheidungen oftmals die Leidtragende ist. Ob und in welchen Ausmaßen die Kostenrechnung dabei Abhilfe schaffen kann, ist zu klären.
