Studienarbeit aus dem Jahr 2009 im Fachbereich Politik - Internationale Politik - Klima- und Umweltpolitik, Note: 1,3, Universität Rostock (Institut für Politik- und Verwaltungswissenschaften ), Veranstaltung: Die letzten Ressourcen , Sprache: Deutsch, Abstract: Diese Hausarbeit beschäftigt sich im Wesentlichen mit der Darstellung, welche Probleme dem
Betreiberkonsortium der Ostseepipeline, bei der Planung und dem Bau dieser, von den
beteiligten Staaten und von Europäischer Ebene entgegengebracht werden.
Der Kern wird dabei auf der Betrachtung von ausgewählten Kritikpunkten einzelner Länder
liegen und auch eine Würdigung der geschichtlichen und geostrategischen
Rahmenbedingungen erfolgt. Ziel ist nicht die vollständige Erfassung aller Punkte die gegen das Projekt vorgebracht wurden oder die ausführliche Auflistung aller Punkte, die ein
einzelnes Land angeführt hat. Es erfolgt als Erstes eine Übersicht über die aktuelle
Versorgungslage in Deutschland, an die sich eine überblicksartige Vorstellung der Nord S. AG anschließt. Daran anknüpfend sollen mögliche Motive, die für den Beginn des
Projektes sprechen untersucht werden. Eine Betrachtung von Kritikpunkten, die beim Bau und
dessen Vorbereitung in Erscheinung getreten sind und das Aufzeigen möglicher Alternativen
ist der Hauptschwerpunkt der Arbeit. Dabei werden ausgewählte Problem in speziellen
Ländern näher hinterfragt. Zum Abschluss erfolgt eine Untersuchung der Rolle welche, die
EU zu verschiedenen Phasen spielte und welches ihre aktuelle Position ist, so
diese eindeutig zu definieren ist.
Diese Arbeit beschäftigt sich somit mit der reinen Darstellung von Problemen bei der Genese
des Projektes Ostseepipeline. Eine tiefgründige und detaillierte Untersuchung eines
einzelnen Problems, oder eine Wertung ist nicht die Absicht. Es ist außer Frage, dass diese
Arbeit einen Bezug zu aktuellen Ereignissen sucht und eine Gewichtung auf die Rolle der EU
legt. Allerdings wird es nur bedingt eine Auseinandersetzung geben, ob und warum welcher
Akteur zu welcher Zeit welche Politik verfolgt. Dazu fehlen entscheidende
Forschungsergebnisse. Es gibt zahlreiche Literatur zum Thema Ostseepipeline oder auch der künftigen
Energieversorgung in Dtd. Vor allem zu Fragen der Umwelt sind viele
Veröffentlichungen erschienen, aber Arbeiten bei denen die Betrachtung von z.B.
Sicherheitsrelevanten und Geostrategischen Ansätzen im Zentrum stehen sind nur in deutlich
geringer Anzahl verfügbar. Zum Großenteil wird in dieser Arbeit auf Quellen von NGO´s und
Zeitschriften zurückgegriffen, da aufgrund der Aktualität dieses Forschungsprojektes diese
die besten Informationen zur Verfügung stellen. Auch ist noch kein Standartwerk verfügbar,
welches in der Natur der Sache begründet liegt.
